Moon colonies should be underground, but not for thermal management reasons. It's easy enough to regulate temperature closer to the surface. Indeed, the bigger problem will be getting rid of the waste heat from human activities. The main benefit from being underground is the shielding from solar and cosmic radiation (and flying rocks!) that it provides. On Earth, the magnetic field and the upper atmosphere protect us from most of that, both of which are absent on the moon.
