Time dilation with current or very near technology of the next 100 years

With time dilation a cosmonaut could travel forth in time, especially in light speed.

But are there much lesser speeds which might be achievable by humans in the next 100 years which could also induce some significant time dilation?

For example, a speed which will allow a human to travel just 100-1,000 years ahead in time?

Is there any such technology in the horizon?

Consider the speeds involved

Relativistic effects start showing up in earnest around perhaps 80-90 % of c, which works out to somewhere in the neighborhood of 250 Mm/s. (For significant time dilation effects, you're looking at more like 99% to 99.99% of c.) Apparently, the Helios solar probes hold the speed record for man-made objects at about 0.07 Mm/s, or about 1/3500 of that. One can do a little bit of fudging by choosing an appropriate reference frame to make them seem to go faster, but even then, and with more typical spacecraft achieving speeds of maybe half to a quarter of that, we've got a long way to go...
